Kulukkallur Grama Panchayat is located in Pattambi Block of Ottapalam Taluk in Palakkad district. Covering an area of 22.74 square kilometers, the Panchayat falls within the jurisdiction of Kulukkallur Village. It is bounded by the Thuthapuzha River to the north, Vallapuzha Panchayat to the south, Koppam and Vilayur Panchayats to the west, and Nellaya Panchayat to the east.

Before the formation of Kerala state, this village was part of Valluvanad Taluk in Malabar district. Etymologically, some speculate that "Kulukkamilla-oor" (a place without shaking/instability) gradually eroded or evolved into Kulukkallur, while others ponder whether "Kulukkam ulla oor" (a place with shaking) became Kulukkallur. However, it is clear that these conjectures lack strong logical grounding.

The first governing body of the Kulukkallur Panchayat was formed in 1964, with K. Veeravu serving as its first Panchayat President.

Geographically, Kulukkallur is an undulating, uneven terrain. Since the Thuthapuzha (Kuntipuzha) flows westward along its northern boundary, the land slants slightly toward the north. Despite the overall uneven topography, only the hills located along its southwestern border—Vandamkunnu, Koombankunnu, and Tharuthalakunnu—reach significant elevations. These high hilltops feature thin topsoil and dense rock formations, causing rainwater to run off rapidly rather than seep into the ground, leading to severe droughts during summer.

The low-lying paddy fields, by contrast, feature fairly fertile, muddy soil. The uplands consist of a mix of red soil, gravel, and laterite rocks. In certain areas, subsoil layers contain nooran stones, laterite blocks, and granite rocks. Situated at the westernmost tip of Palakkad district, Kulukkallur Grama Panchayat is blessed with diverse geography and varied agricultural crops.
