Plan Report
The Annual Plan is the foundational document of development and welfare activities that local self-government institutions intend to implement during a financial year. It is prepared as part of the People's Planning process, keeping in view local needs and resources.
Its operation with reference to Kulukallur Grama Panchayat:
- Bottom-Up Planning (Grama Sabhas): In the Grama Sabhas of every ward in Kulukallur Panchayat, the public discusses local needs (such as drinking water, roads, streetlights, agriculture/dairy development, etc.) and proposes them in order of priority.
- Development Seminar and Project Formulation: Based on the needs emerging from the Grama Sabhas, the Panchayat prepares projects for various sectors including agriculture, animal husbandry, education, health, housing (schemes like Life Mission), and public works.
- Budget and Fund Allocation: Funds are allocated for the Annual Plan by integrating the State Government's plan allocation (Devolution Grant), the Panchayat's own funds, and the Central Finance Commission grant.
- Approval and Implementation: The prepared plan is implemented in Kulukallur Panchayat only after receiving approval from the District Planning Committee (DPC).
In short, the Annual Plan is a comprehensive development blueprint prepared and executed with public participation to meet the basic needs of the people and improve infrastructure in Kulukallur Grama Panchayat.
