Annual Plan
The annual plan of Grama Panchayats is one of the most important functions of Local Self-Government Institutions in Kerala. It is the process of planning the development activities and services to be implemented within the Panchayat limits each financial year.
The main stages and features are as follows:
1. People's Planning
Annual plans in Kerala are based on the concept of "People's Planning." This means that development decisions are made not just by officials, but with the participation of the public.
2. Stages of Plan Preparation
Grama Sabhas: Grama Sabhas meet in each ward to discuss public needs (roads, drinking water, streetlights, etc.) and establish a order of priority.
Working Groups: Groups comprising experts and public representatives detail plans for various sectors such as agriculture, health, and education.
Seminars: Ward-level proposals are consolidated, and development seminars are conducted at the Panchayat level.
DPC Approval: Prepared plans are reviewed and approved by the District Planning Committee (DPC).
3. Key Sectors
The annual plan mainly focuses on three sectors:
Productive Sector: Agriculture, animal husbandry, and small-scale industries.
Service Sector: Education, health, drinking water, sanitation, and housing (such as Life Mission).
Infrastructure Sector: Roads, bridges, and buildings.
4. Financial Sources
Panchayats primarily receive three types of funds to implement plans:
- Plan Fund: Provided directly by the government for development activities.
- Maintenance Grant: For repairing existing assets (roads, buildings)
- Own Fund: Raised by the Panchayat through taxes and other sources.
5. Selection of Beneficiaries
Ensuring that individual benefits—such as Life Mission housing, distribution of goats/poultry, or laptop distribution—reach eligible individuals is carried out through Grama Sabhas.
