Civil Rights Document
Based on the 73rd Constitutional Amendment, the Kerala Panchayat Raj Act, 1994, and the three-tier Panchayat system came into existence. Gram Sabhas under the Panchayat Raj Act have become the foundational pillars of democracy. The Gram Sabha is the general assembly of all voters in a ward, enabling direct public participation in governance for every citizen. With the advent of People's Planning, direct citizen participation was ensured in planning and implementation, just as in governance.
Consequently, the Gram Panchayat has become an institution that every citizen must regularly approach not only for administrative matters but also for various essential services and support. The Panchayat Raj Act prescribes duties and functions for the Gram Panchayat, and the services to be provided to citizens are mentioned in the Third Schedule. However, the majority of citizens are unaware of the services available from their Gram Panchayat and allied offices, the procedures to obtain them, terms and conditions, and time limits. As a result, they face avoidable delays and hardships.
Obtaining services lawfully due from the Gram Panchayat is every citizen's right. To ensure this, two provisions are made under the Panchayat Raj Act: the **"Right to Information"** and the **"Citizen's Charter."** Under Section 271A of the Panchayat Raj Act, every citizen has the right to obtain any information requested in good faith within a specified time limit by following the due process.
We proudly present to the public the updated Citizen's Charter, prepared under Section 272(A) of the Panchayat Raj Act, brought into force with effect from **01.01.2025**, incorporates necessary amendments in accordance with the rules.
